What is Section 17 in relation to a child in need?

Section 17 is the legal backbone of the Child in Need framework. It places a duty on local authorities to assess and, where appropriate, provide services to children whose health or development is likely to suffer without help, or who are disabled. The support can include:

  • practical assistance in the home,
  • counselling,
  • financial help,
  • respite breaks,
  • educational or therapeutic services,
  • equipment for disabled children.

Because the duty is wide-ranging, a CIN Plan can be flexible and tailored, drawing together education, health and social-care input.
